Any vanity license plate that is posted for a state will disqualified that state from winning this question. After plates from all 49 other states (sorry D.C. forgot to include you) have posted, the remaining state resolve as the winner.

I saw a Virgin Islands license plate yesterday (not vanity, but rare nonetheless) and thought of this market!

But I think people are worried about sniping. Like, there is no benefit to submitting immediately - you can bank a bunch of personal shots, then manipulate the market right at the end, then submit.
I think with defenses against this, it would be a lot more useful. I can only think of requiring multiple submissions from various people to count? Or something like you have to submit immediately after taking (but phones don't really support that, given that most of the shots are taken while driving). if we were on foot you could include yourself+some weird hand sign or something to "sign" it and the new required signs would be listed here, and only valid for 24h or something.
@Ernie I think that is part of the reason I made it monthly (so at minimum there is a month cycle or posting). I do like the idea of signing it, but it does slightly raise the bar to enter. I guess one thing is that you can't retake a state until somebody else owns it (so if you had multiple of a state, you wouldn't want to delay unless you were planning out many months in the future)
I think my other major potential issue is that there is little to actually bet on here compared to the competition as a whole (which is why I've tried to create some of the derivative markets)
