Why this Question?: On January 30, 2023, the director general of the World Health Organization announced that Covid-19 remains a public health emergency of international concern (source). That said, many facets of daily life have returned to their pre-pandemic normal, and numerous world governments have winded down COVID programs and resourcing. So, is the pandemic over? And, if so, when did life seemingly return to "normal"?

Having finally (at the end of March 2023) gotten COVID and being completely flattened for two weeks by it... it's still ongoing. The major thing still missing from my normal life is the local traditional dance stuff - which is an outrageous risk, everyone touches and breathes on everyone - but there have been some efforts to restart that with massive testing efforts.
IIRC, my experience is roughly the following:
in-person in 2019-2020 until the pandemic hit in March 2020
fully remote in 2020-2021, except towards the spring of 2021
mostly in person again(?) in 2021-2022
fully in-person in 2022-2023
However since SARS-CoV-2/COVID-19 is still around, I think that it's fairly likely that people will consider the COVID-19 pandemic to have never ended.
