In short, staff believes that the City of San Francisco’s approval of the project represents a temporary repurposing of a portion of a coastal roadway for non-vehicular uses on weekends and holidays, which all told appears to be a public recreational access improvement, and certainly not an action that raises a substantial LCP or Coastal Act conformance issue. Thus, staff recommends that the Commission find that no substantial issue exists, and that the Commission decline to take jurisdiction over the CDP application for this project
