Or do you mean fully restored with open lanes in both directions allowing for traffic 24/7?

Good questions. To resolve YES, the highway needs to be open to regular traffic for at least a moment. Doesn't need to be all lanes. If a route is only open to locals or only with a special police escort, that wouldn't be sufficient to resolve YES.
