Is this exclusively by the end of the given year but after the start of the given year? Would the pill being found in 2028 mean that 2029 also resolves yes, for example?

@12c498e it will resolve yes for only one option. So if it is found in 2028, only that option will resolve yes. If in 2025, only 2026 will resolve yes (since 2025 is not a year you can vote on).

I assume it has to be approved for contraception and not just any pill that renders biomales infertile?
