There has to be a video somewhere reachable, (even backed up) of a legit publicly approved report in china (i.e. it was legal at time of broadcast, on tiktok/cctv/tv/chinese internet) which contains a real official actually riding in a tesla car on a real road. (not closed track, not in an unmoving car, not a test, an actual car)

I can't imagine this happening. It would be an incredible blow to the state. I would guess bait and switch, they give the "license" to encourage initial data sharing. Chinese side companies gather as much intel as possible. Then, something goes wrong and there is another barrier.
