Barak is admitting that he misresolved the market, which means he is controlling the Agency account. And if he just lied and the barak wasn't controlling the Agency, then the Agency probably would have objected and pointed that out right then and there.

I think it is quite likely because Barak bought the huge Boost in the Agency billboard market many hours before this whole new chapter began.
