Resolves to the state that has the highest voter turnout, measured as percentage of eligible voters who vote.

Resolution will be based off of a reliable public source to be determined later (https://ballotpedia.org/Voter_turnout_in_United_States_elections is an example, but I will use whatever is trusted and shows the data first).
