Supposed game changing papers will be presented in the comments below
Evidence supporting their having changed the game will be provided in replies to the comment
Candidate submissions for this meta-ICLR 2024 survey will each receive a poll asking if they were "game changers"
If any poll passes with 66% and there is no credible suggestion of vote manipulation, resolves YES. Otherwise, NO.
