@DaniellqdC6 sending attack drones into another countries airspace is an act of aggression. If those drones go on to hit civilian or military infrastructure then that qualifies in the context of this question.
In this instance, it is clear that Russia intended to provoke Poland. Poland responded by shooting down the drones, which then hit civilian targets. But it is unambiguously Russia who is as fault and triggered this course of events. As such, this question resolves NO.
@DaniellqdC6 Same thing for when Russian send attack drones into Ukraine's airspace. Ukraine shoots down the drones and some then go on to hit civilian infrastructure. Russia still "succeeds" in hitting civilian targets in these circumstances.
Giving a missile is not particularly instantaneous; will this resolve using the time when the offer was signed (and what if that's unknown), when the missile crossed the border (unlikely to be known either) or what?
