I sometimes go to a certain Tesla charger in San Mateo. If a service opens for people to do along with charging anytime through 2024 then YES. The station has about 13 spots for Teslas and is a supercharger station.
Examples: hand car wash guy, fruit seller, sports or arcade waiting room, playground, coffee kiosk, mobile vacuum. If it's a guy they must be there at least a lot of the day for at least two weeks. I'll verify by asking them if needed. In other cases it must last at least two weeks, so if it's illegal it may be shut before then.
It has to be something the driver or passengers can do while charging. So if it's a vacuum it must be mobile so you can use it while parked at your charger. It can also be something we are meant to do by walking over to it and leaving the car.
There is already a coffee shop and other similar things in the shopping center, those don't count. It has to be a new thing and not just a new tenant in the existing area with an instance of a chain. The case must be possible to make that it's specifically for this charging station.
