I believe this should should already resolve YES. US clearly announced they would delay that sale until Turkey approved both countries' joining of NATO, and Turkey has subsequently approved Finland's ratification.
From the question and criteria it seems not to matter that Sweden has not yet been approved and the F-16 delay has not yet been resolved
