If Maine (any district or statewide) or Alaska is the last uncalled state, and could bring a candidate from under 270 electoral votes to over 270 votes, resolves Yes.
If no candidate has 270 EVs, and one candidate could receive 270 due to Maine or Alaska, and one of those states is the last to count, resolves Yes.
Only delays that are partially a result of ranked choice voting would count. This typically means that all ballots are required to be in a centralized location.
Hamiltonian/Faithless electors will not affect the outcome of this market.
