Something like this must be deployed by a government entity into an area where civilians are present AND have not consented to their use, for any purpose including testing, security, surveillance, defense, etc.

Not including situations where civilians willingly consent to interaction which such robot dogs, like for demonstration purposes, entertainment, educational, etc.
