As of the 2023 report, the five countries that have democratized the most in the 2020s so far are (i.e. 2023 scores compared to 2019 scores):

2. Montenegro (+1.02)

3. Greece (+0.71)

4. Zambia (+0.71)

5. Poland (+0.56)
