Resolution Criteria

  1. Eligible Locations & Targets:

  • Gulf Cooperation Council (GCC) states consist of: Saudi Arabia, UAE, Qatar, Kuwait, Oman, & Bahrain.

  • Targets must be physical infrastructure within a GCC state such as oilfields, pipelines, terminals, refineries, export ports, tankers in their territorial waters.

  • Includes seizure of tankers in the Strait of Hormuz if occurring within territorial waters of a GCC country (e.g., UAE, Oman).

  • Includes major cyberattacks if that causes at least 100 million dollars in damages.

  1. Responsible Actors:

    • Must be committed by Iran’s government or recognized Iran‐aligned proxy groups, or Iranian‐aligned militias.

  2. Physical Impact Requirement:

    • Must involve physical damage, destruction, or seizure of oil infrastructure or facilities or oil tankers.

    • A major cyberattack will be considered "physical damage" if that causes at least 100 million dollars in damages.

  3. Confirmation:

    • Must be publicly acknowledged through credible sources—open‐source intelligence, verified media, official government statements, or satellite imagery confirming damage.

  4. Timing:

    • Event must occur on or before July 31, 2025.
