Resolution Criteria
Eligible Locations & Targets:
Gulf Cooperation Council (GCC) states consist of: Saudi Arabia, UAE, Qatar, Kuwait, Oman, & Bahrain.
Targets must be physical infrastructure within a GCC state such as oilfields, pipelines, terminals, refineries, export ports, tankers in their territorial waters.
Includes seizure of tankers in the Strait of Hormuz if occurring within territorial waters of a GCC country (e.g., UAE, Oman).
Includes major cyberattacks if that causes at least 100 million dollars in damages.
Responsible Actors:
Must be committed by Iran’s government or recognized Iran‐aligned proxy groups, or Iranian‐aligned militias.
Physical Impact Requirement:
Must involve physical damage, destruction, or seizure of oil infrastructure or facilities or oil tankers.
A major cyberattack will be considered "physical damage" if that causes at least 100 million dollars in damages.
Confirmation:
Must be publicly acknowledged through credible sources—open‐source intelligence, verified media, official government statements, or satellite imagery confirming damage.
Timing:
Event must occur on or before July 31, 2025.
