Estimates indicate the estimated population on the first day of the quarter, so if the estimate for Q4 2025 is less than that for Q3 2025, then the entry for "In Q3 2025" will resolve YES. Numbers will be compared within the same table rather than against previous editions, i.e. if revisions happen we compare the latest quarter's number against the revised number.
