Inspired by the beginning of All Tomorrows, where the author predicts that Mars will be terraformed remotely before the first settlement. While I think this is unlikely, perhaps it would be more plausible for currently more hostile bodies such as Venus?

@SEE do you think there will be Venus surface settlements before terraforming? And although certainly more difficult due to lack of atmosphere is it definitely impossible to terraform Mercury, the Moon, or Ceres?
