Are we trying to access if we have the raw capability to send manned missions to the outer planets (my recollection is that NASA almost certainly has the capability to reach least Mars if we really wanted to?)
@Meta_C For this market to resolve "Yes" a manned spacecraft which is intended to orbit one of the outer planets needs to leave Earth. A mission to any of the moons of the outer planets would also count, since they are necessarily in orbit around one of the outer planets.
