The resolution criteria is extremely unclear. For there to be a public consensus it had abated there would likely have to be a big shift. There's probably a better resolution criteria that has to do with reductions in housing costs in major cities.
Good point. It's a complex problem and could improve in one area while worsening in another. I will think on this.
