Resolves yes if, on at least one day in 2028, at least one of the reactors of the Zaporizhzhia nuclear power plant is listed as "Operational" at https://en.wikipedia.org/wiki/List_of_commercial_nuclear_reactors

If wikipedia no longer provides that list, a source of similar credibility (something like the IAEA) will be used if it is easily available.

Please note that this question might well resolve at the beginning of 2028.
