"By 2025" means "at the end of 2025" and not "at any point before the end of 2025", right?

I think musk’s attempt to make Twitter a big-tent town square will reduce polarization somewhat. Deplatforming and fragmentation tend to increase it. YouTube creators get more extreme when they’re forced into exile on bitchute/odysee.
