@EvanDaniel I don't think the spirit of this question has been fulfilled. I know of no open internet trial or pilot

@EvanDaniel I used Perplexity to ask Sonar, GPT 5.2, Gemini 3.1, and Sonnet 4.6 how it should resolve. They all said it should resolve negatively.

In summary, the most recent relevant news is about Hainan’s Global Connect Pilot, but it probably doesn't affect over a million people, and the access is not unrestricted:
