House rules: I consider my normal-duration questions to be in draft mode for the first ~ 48 hours of the question and may make meaningful changes to the details to try to capture the spirit of the question. I think public question drafting is valuable. I will try to lock things down in a hurry when possible, though, and please feel free to ask about that!
My goal is to resolve on as strict a reading of the question as practical when it gets to be resolution time. For cases where that won't work well, I will try to ensure there are multiple questions on the topic or mark the question clearly as "vibes based" or "resolves to my judgment" or similar.
