Resolved
NO

The government of Venezuelan President Nicolas Maduro signed an agreement in October 2023 with the country’s political opposition guaranteeing that an election will be held in the second half of 2024, and that it will be monitored by observers from the European Union and the United Nations.

For this question to resolve to yes, the election must be held in 2024 and the observers named above must monitor it. If there are disputes over whether the election was free and fair, those will not negate this question. The question will only resolve to no if the election is not held or if the above monitors are not allowed to observed it on terms they accept.

So!

On the one hand, the elections held in Venezuela on July 28th did not meet the presented criteria for this question, because there were no European Union observers as election monitors.

On the other hand, it is still possible that this question can resolve YES, because five months "in the second half of 2024" remain for elections to be held with such observers.

It seems rather unlikely to me that Maduro will, after claiming victory in the July 28th elections, hold new ones under EU observation. But certainly it is possible, so if any moderators come across this question, I would suggest you hold off on resolving under the conditions that currently (July 29th, 2024) obtain.

Various sources continue to report that Venezuela isn't allowing European Union observers ( DW, BBC ) for tomorrow's elections.
