Are these things mutually exclusive? Fighting the Afghan Taliban seems to count as both. Same with the Islamic State back when it was an actual state with territory and everything. Of course neither of these qualify due to not being in Europe, but if something similar happens in Europe, what happens?
@BrunoParga I'd like to say it needs to be a war with a recognised government, but if the group is the effective government like the Taliban, then I think that should count as a nation.
If we deployed troops to fight terrorists in Abkhazia (wiki), I would probably not count that as a nation because it's just a bunch of dudes in Georgia who Russia has empowered to call themselves their own state
If they were powerful enough to be the effective (strongest) governing force in Georgia, I would consider it war with the nation of Georgia - like with Taliban in Afghanistan, even though not recognised
Hopefully none of these edge cases come up!
