If any user is added as a Creator Partner between now and the end of the "first quarter", that answer resolves Yes immediately. If someone is removed, that doesn't change the resolution. This market is only for "new adds", not "removals".

It's not entirely clear to me when that is, but I think it might be 3 months after 26 February.

My understanding is anyone added in the first quarter gets retroactive payouts for everything they produce during the quarter -- back to the first day (26 February 2024)
