Meta AI is sharing OPT-175B, the first 175-billion-parameter language model to be made available to the broader AI research community.

This was back in May. Seems like a clear YES.

Any constraints on how the NN is trained? "Here is my 175 billion parameter network, it's been trained by a new technique I call random initialization".
