I guess if less than 5% of the canadian population had an exception that would probably go against the spirit of the market in which case it might resolve YES. I'm not sure. thoughts?

@Bayesian Is your concern if it is available ONLY in Quebeck, or everywhere BUT Quebec? I read the market and it looks like it just has to be possible for someone who happens to be in a part of Canada that is compatible.

@Eliza my concern is if it is not available for a large fraction of canadians, but available for the rest. if it's available for nearly all canadians, i would consider that as being "available in canada" and if it was available for only a few canadians (like canadian-us dual citizens or smth) i would consider it a stretch for it to be considered "available in canada". not sure about where the line should be. I personally care most of all about the quebec part because I live there, but the market question isn't meant to treat quebec availability any differently than any other provinces' availability, controlling for population

@Bayesian IMO, you can pick between "someone located in Quebec can do this" and "someone located somewhere in Canada can do this". Those both seem a lot better than "most people in most parts of Canada can do this", but you could state a number like "at least 3 provinces" or whatever.
