I will use my judgement on what counts as major new policy. I would consider allowing any kind of political market on Kalshi a major new policy.
The comment period generally lasts between 30 and 60 days...The effective date is the date when the public must comply with the new or amended rule; it is generally between 30 and 60 days from the date of publication in the Federal Register. A Final Rule may also provide for delayed or phased-in compliance dates, to allow for a smooth transition to the new or amended rule.
