This has happened in 8 of the last 10 years, and we are halfway there with more than half the year to go. Vogtle 4 has a decent chance of grid connection by the end of the year, Kakrapar 4 is a possibility, as is Rajasthan 7, and Fangchenggang 4. Barakah 4 seems very likely. Japan has a stated plan to start 7 units by summer 2023, though at most 2 of those will be new (Shimane-3 and Ohma). There are probably others in various countries but I'm not looking them all up.
