An apartment building was hit in the border region of Russia by a blast of unknown origin, which caused it to collapse. There are at least 17 casualties.

Russia is blaming Ukraine, which has indeed been shelling the city recently, but never at such magnitude. Belgorod is close to Kharkiv, which is now the target of a renewed Russian offense.

There are voices remembering the 1999 apartment city bombings, which are widely believed to have been orchestrated by Russia itself as justification for the Chechen war.

At the same time, Russia is utilizing a lot of plane-launched gliding bombs, which have several times before failed to deploy and been dropped on Belgorod itself instead.

And at the same time there has recently been an uptick of non-war related terrorism in Russia, like the recent attack on a shopping mall.
