Resolves based on status.openai.com. Multiple incidents on the same day count as one day. Currently, there are incidents on 8 days in February (3 of the 11 incidents so far are on the same day as another incident). If no other incidents occurred in February, that would be incidents on 27.5% of days. March has 31 days, so there would need to be more than 8.5 (i.e. 9) incidents in March for this question to resolve YES.

@sylv how are we counting the most recent incident which spans 3/7 and 3/8? Are we looking at pure start date, or the full span of affected time?
feb incident days: 29, 28, 23, 20, 14, 13, 12, 10, 9, 5. = 34.4% of days. that would be 11.6 days in march, so there need to be incidents on 11 or more days in march for this to resolve YES. 2 incident so far - currently batting 50% of days of march
