The approval rating would be calculated the following:

((20 1) + (30 0.75) + (10 0.5) + (25 0.25) + (15 0)) / (100 total votes) * 100 = 53.75%

So, the approval rating for Emmanuel Macron would be 53.75%

If the percentage is exactly a factor of 10, then the higher bucket will resolve YES. So an approval rating of 30 would mean 30-40 resolves YES, and the 20-30 would resolve NO, and all other buckets would resolve NO.
