NO

Due to the short timelines, many Germans living abroad did not receive their mail-in ballots in time to vote. The party BSW, which narrowly missed the required vote threshold to enter parlement, has announced the will look into a legal challenge due to this.
Resolves yes if the election on held on 23. February is annulled and a repetition is necessary for any procedural reason, not just the one described above.
An new election due to say parliament dissolving itself (e.g. because no government can be agreed on) does not count as a repetition, but as a new separate election.

There is no constitutional right to mail-in-voting, and it doesn't seem like this has meaningfully affected the outcome, so I'd say it is pretty unlikely

Wasn't aware of that. Communication around mail-in-voting doesn't really imply that this is some sort of voluntary service. Anyways: Thanks for this info!
