Resolves YES if in any calendar month between September 2023 and December 2023 (inclusive), PredictIt creates zero new markets. Otherwise NO.
Background: PredictIt stopped creating markets after it was ordered by the CFTC to shut down all markets by Feb 15, 2023. However, on January 26 an appeals court granted an injunction allowing PredictIt to continue to operate while a court case is considered. PredictIt still did not create any new markets until August, after another preliminary court ruling in favor of PredictIt.
