Resolves YES if PredictIt creates any new market after November 1 and before January 1. Otherwise NO.
A market is a top-level entry on the markets page, see https://www.predictit.org/markets. Adding answers in (for example) https://www.predictit.org/markets/detail/7053/Who-will-win-the-2024-Republican-presidential-nomination does not count as adding a new market.
Background: PredictIt stopped creating markets after it was ordered by the CFTC to shut down all markets by Feb 15, 2023. However, on January 26 an appeals court granted an injunction allowing PredictIt to continue to operate while a court case is considered. PredictIt still did not create any new markets until August, after another preliminary court ruling in favor of PredictIt. Since then, it has been cautious about creating more markets (see e.g. https://www.playusa.com/steve-friess-house-speaker-predictit/)
