We will, by the end of 2023, have the first agent GPTs that have been meaningfully ‘set loose’ on the internet, without any mechanism available for humans to control them or shut them down.
I will defer to Zvi's interpretation if he provides it, but I'm interpreting this as the agent's creator being incapable of shutting the agent down through normal means. If the agent's creator has no control over it and extraordinary measures have to be taken, such as if AWS or OpenAI has to terminate a rogue AI's account, or the DoD calls in an air strike on the datacenter, that counts as Yes.
