In March of 2022, Russia took control of the Zaporizhzhya nuclear power plant in Ukraine.
There has been ongoing shelling near the plant (on which both sides blame the other). This shelling presents an obvoius risk of damaging the plant and causing a nuclear disaster.
Experts at the International Atomic Energy Agency (IAEA) have been calling for a nuclear safety and security protection zone around the site, in order to prevent a radiological catastrophe. They are negotiating with both Russia and Ukraine, but so far no compromise has been agreed to.
Answer resolves to 'yes' if the IAEA declares that a nuclear safety and security protection zone has been established around Zaporizhzhya by May 1, 2023.
Answer resolves 'no' otherwise.
