CDU and CSU count as one party; ministers without a party affiliation are ignored.
As far as I know, this has been the case for every German government from 1957 to 2021.

@PS This should resolve YES now—the Scholz cabinet has consisted of only two parties since FDP left the coalition in November.
@Heuristic @PS Yeah, there are 2 parties forming the current Government: https://de.m.wikipedia.org/wiki/Liste_der_deutschen_Bundesregierungen (english version hasn't been updated).
Pinging @mods (creator seems inactive) with the caveat that I'm not sure whether the intention was "government after the next election, irrespective of what happens before the election", but as written this resolves Yes: There's no member of the current cabinet who isn't either in the SPD or the Greens.
