How real does a country need to be before it can be found to be fake?

What is the resolution logic?

@Snarflak If either the land doesn’t exist it’s a simulation the government is not real ie is controlled by a secret group that would count as fake

@JamesF Is someone claiming that any of those things are true? The concept is so bizarre I don't trust that the bet will be resolved accurately.
