Butter is "spreadable", and therefore the TSA currently considers it subject to their limitations on liquids.

If their regulations are changed such that there are no limitations on butter (even if there are still limitations on similar items), this resolves YES. If the limit is increased but still exists, that is not sufficient to resolve this YES. If the limit is just a general one that applies to all items, that's ignored.
