Once level 5 self-driving cars are available to the public, will any pre-2024 Tesla model be capable of it?

Elon Musk claims that level 5 self driving is just a software issue, and that once the software exists, existing Tesla cars will get a software update to have that capability.
However, other self-driving car projects like Cruise and Waymo tend to incorperate technology that Teslas don't have, such as raised camera platforms, LIDAR, etc.
Once there exists a mass-market car (under $100,000) with level 5 self-driving capabilities, Tesla has 1 year to roll out that capability to at least one of its car models sold prior to 2024. If they don't do that, this resolves NO.
