Perhaps useful to indicate:

Something like a telescope built into a starship so that it doesn't eject from starship wouldn't count as 'deploy'?

Does 'unloading' something on the moon or space station or transfer to another spacecraft from Starship, like humans or optimus or a rover or ... that needs some sort of a vacuum hatch or docking adaptor count? Or only if item is larger than Starlink satellite? Or only if hatch is larger area than pez door?

Would a human spacewalk (with return to inside Starship) count? Or does this depend on whether tethered and / or size of largest single object relative to starlink? If size matters is it volume or mass or largest dimension or sum of 2 or 3 largest dimensions or something else?
