before 2030 there will be some kind of physical devicewhich:

  • relays your position locally to self-driving cars so that they know where you are

  • and so that they avoid you

  • there will be at least 1m paying users

  • the users can be kids, adults, pets, etc.

It relies on local broadcasting of some type. It does not work just by updating your GPS and relaying that to self-driving cars via the internet. There may be devices like that but they don't count. So, it may technically be an app, but it must work by using local broadcast features of your phone or other physical device, not via a central internet connection. We can measure this by verifying that the device will fully work when completely offline in no-coverage areas, such that it and self-driving cars nearby also are not online.

If there are no self-driving cars then, this would resolve NO.

If there is a device like this, but which relays your position to non-self-driving cars only, that is irrelevant. It doesn't hurt; if the device also communicates to self-driving cars, it can be considered.
