Some kind of lethal attack using this feature will happen; it will be spoken of in the media as something that should be prevented by stopping drive by wire. All this will happen either in an English-speaking country or in the EU. (And the attack must happen in the same region as the discussion on regulation).
The legislation does NOT have to actually be passed - there just has to be an attack followed by big articles warning of the dangers, and significant groups asking for regulation/illegalization of drive by wire
