Technical aspect could be achieved by Cruise or Waymo dropping off passengers at the Long Term Parking or Rental Car Center AirTrain stations (https://www.flysfo.com/passengers/ground-transportation/getting-around-sfo) which I assume would resolve this to YES though it is debatable. Actually driving to the terminals is technically within Waymo's ODD but they don't seem to drive on freeways/expressways yet in practice. Definitely outside of Cruise's ODD. Doesn't make economic sense for now, turns a 10 minute freeway drive to a 30 minute drive down Bayshore Blvd plus 20 minute AirTrain transfer. Then there's no near-term path for CPUC permitting. Might be able to use existing permits with a safety driver though, though that shouldn't resolve YES?

I'm YES, but steelmanning: The issue might be more regulatory than technical. Heck, the paperwork might already be in process, but "within the next ~6mo" might be asking too much. To be fair, I have no inside view on the actual organizations that would be required to sign off.

SFO is not that far from the areas that are currently approved, and Waymo is expanding Bay Area availability quickly. Given SFO already has an easy-to-use / designated ride-hailing area, it doesn't seem that hard to greenlight SFO with just a little map expansion.
