This question resolves to YES if, within a month of receiving environmental approval from the FAA, SpaceX attempts to launch Starship. To count as a launch it has to either lift off, or blow up on the pad, it doesn't necessarily have to get to orbit. If FAA says that it will not approve the launch, or if it delays approval at least to one month before the close date, this resolves as N/A. Jun 13, 7:34pm: Update, SpaceX received environmental approval today https://spacenews.com/faa-environmental-review-to-allow-starship-orbital-launches-after-changes/. They must launch by July 13th for this market to resolve YES. Close date updated to 2022-07-13 11:59 pm

I lost betting that the FAA environmental approval would be delayed, but the approval not being delayed means that NO on this market is a better deal. They haven't even static fired Super Heavy yet.
