If the shutdown ends on November 5th, if Trump signs the government funding bill before 9:45 PM Eastern, this market will resolve to no. Otherwise the market will resolve to yes. This is subject to change if someone finds a more accurate timestamp for when Trump signed the stopgap in 2019.
