So yes, as stated it means sworn in as scheduled. Unless he is delayed and not sworn in with everyone else this resolves YES. The title is a bit confusing, sorry about that, but I think the description is very clear. Will update the title.
@jack He has to be delayed specially or singled out. Normal process reaolves YES. This market is unrelated to the speaker mess.
Got completely fooled by the title, @BTE could you rename it to something more accurate?
@brp This was intended to indicate any delay exclusive of the other members. So the ongoing speaker nonsense doesn't count because everyone is delayed not just Santos.
